NTL is a trade union with over 57,000 members — primarily in the state sector and other public enterprises — open to all employees, regardless of educational background or position. We also offer special membership discounts for students at university colleges and universities.
What is NTL Ung
NTL Ung is the youth wing of NTL for members under 35. We provide students and young employees with a platform for activism, participation, education, and networking. Our activities include:
- Workshops and lectures on political issues, wages, and working conditions.
- Opportunities to share knowledge and experiences with other young union activists.
- Support to ensure you have good conditions both on campus and at work.

Pay negotiation
NTL’s core stance is that pay should be negotiated collectively—with strike action as the ultimate tool for conflict resolution. We argue for nationwide negotiations in the state sector to ensure fair wages for all, rather than localized agreements that may favor certain groups over others.
Local representation and individual support
There are 3000 NTL trade union representatives at workplaces throughout Norway. Our union reps are well trained and skilled in supporting our members. Don’t hesitate to get in touch if needed.

Membership Terms and Conditions
The NTL membership fee is 1.1% of your income, typically deducted directly from your salary.
As part of your membership, you are required to pay a premium for the mandatory LOfavør home contents insurance. Additionally, you can choose to purchase optional insurance coverage, including LOfavør travel insurance and legal insurance for complete coverage. Check insurance premium costs here.
Union membership fees are tax-deductible. The current deduction limit is 8,000 NOK.
Student Membership Benefits
As a student, you pay only 250 NOK for the entire duration of your studies (up to a maximum of 5 years). This fee includes the mandatory home contents insurance and the optional legal insurance at no extra cost. To qualify for this special fee, your income must not exceed the income limits set by the Norwegian State Educational Loan Fund.
